Clarity 0, contrast 0 in this image. Contrast was +22 earlier, but here I've set it to 0 here for demonstration purposes. I set the vignetting to +1 as you can see. Contrast +22 actually helps, but the edges are still weird like this. Just slightly less, but not much. Using some of the other sliders in vignetting helped a bit, still unsuable at +1.

As Basil said it's because of CC. You need Classic. Classic is better anyway IMO. But you still need to enable vignette correction in camera, for it to show up as an option to correct in LR like I said.

Classic does the exact same. However, here you have the option of "color priority", which works decently with the default settings until about +4. After that it starts making bright corners on top of the still dark ones. Maybe I can play around with midpoint, roundness and feather in color priority to get a decent result though. It seems like the cloud version uses highlight priority only. That's just in the effect panel though, classic has manual lense correction which seems to work better for this purpose.
